Welcome to August 2010 'News of Hope'
August is a month of mixed emotions for many youth and adults as we cling to that ever-so-fleeting sense of carefree hot summer days while staring down the start of school with every day''s passing. There is the sense of loss as leisure-time starts slipping away and yet mixed with the excitement of a new beginning, new friends, new assignments, new experiences.

This summer has been a very special one for us at LEGACY because it included some truly uplifting conferences for both youth and adults including the National Center for Youth Issues, 4-H in Washington and ending in July with the International DARE Conference in Cincinnati, Ohio.

Just back from the International DARE Conference in late July, this event was an experience to long be remembered. Eighteen hundred law enforcement officers from all 50 states and numerous other countries converged for 3 days of prevention training, camaraderie, and dedication to the well-being of kids. It was memorable and heartwarming.

The Opening Ceremonies on Tuesday, July 20th were exciting and electric as officers marched in carrying flags from every state and every country accompanied by lively local youth representing the children DARE works to protect.

It was a major honor to present LEGACY OF HOPE® as the opening keynote to the ceremony and a joy for us to jointly present three DE-STRESS FOR SUCCESS® Workshops to help relieve the stress and pressures of DARE officers from around the world. See more pictures on our website photo album.

We also attended informative workshops addressing numerous current alcohol and drug prevention issues - including medical marijuana and it''s perception by youth.

It was also a great delight to provide a Teacher In-Service the last week in July for Benton County Schools in Camden, Tennessee. As their school year starts early in August, they started early to prepare; and the enthusiasm of their 150 teachers was palpable and contagious!

As we roll into the new school year, we will continue to keep you informed of critical prevention issues for your youth and families.

Police Challenged by Crashes Involving Prescription Drugs

Car crashes involving prescription drugs are often harder to detect and prosecute than those involving alcohol or illicit drugs, the New York Times reported July 25.

Drunk-driving crashes are declining, but law-enforcement officials say that more people are being charged with driving under the influence of prescription drugs. However, unlike with alcohol, there''s no standard for intoxication for prescription painkillers, anti-anxiety medications, and other legal drugs. Also, taking such drugs (alone or in combination with other substances or alcohol) has widely different effects on different people -- all of which makes prosecuting such offenses harder.

"How do we balance between people who legitimately need their prescriptions and protecting the public?" said Mark Neil of the National Traffic Law Center. "It becomes a very delicate balance."
Blood-alcohol content is the standard to measure drunk driving, and some states have made any detectable level of illicit drugs the presumption for intoxication. But that won''t work for prescription drugs, which are legal.

Police departments are training officers to detect impairment by prescription drugs, and experts said that prevention and education also must play a role. "We have a pretty clear message in this country that you don''t drink and drive," said U.S. drug czar Gil Kerlikowske. "We need very much to have a similar message when it comes to drugs."

In court, people accused of driving under the influence of prescription drugs often claim they didn''t realize they were impaired. Prosecutors counter that such drugs have warning labels that should be heeded, but juries often sympathize with the drivers.

"Because most people on the jury will also likely be taking prescription drugs for some ailment, whether it''s Lipitor or allergy pills or whatever it might be, they might think, ''I don''t want that to become criminal,''" said Maryland attorney general Douglas Gansler.

Teen Trend - TRUNKING!

Teens are very inventive in maneuvering around authority figures and restrictions.

Their prefrontal cortex of the brain, which is growing from the age of 12 to 24 - 27 years old, provides us with impulse control and the ability to evaluate consequences. As a result, teens have enough brain growth to creatively subvert rules and authority figures, but not enough to foresee the many dangerous consequences. This is obvious when, every few years, new teen trends emerge as teens find creative new ways to put themselves in danger and create enormous anxiety for parents!

Nearly every state has restrictions on new teen drives including, as shared by 16-year-old Karla Greene. “Once you get your license you can only have family members in the car.”

But teens who feel inconvenienced by the new rules have found a way to get around them. It’s called “trunking.”

As shared in an article by Connect with Kids, a multi-media, education company focused on helping educators and parents teach life skills, prevention, character, health, and wellness many kids fail to realize that trunking is not only illegal- it’s incredibly dangerous. “I’ve ridden in the trunk a few times,” says 20-year-old David Mack, “We had too many people in the car and I was the smallest one, so it all came down to me.”

A very sad example occurred when best friends Chris Snyder and Scott Atchison were riding in the trunk of a car and the car hit a tree. The trunk lid popped open in the crash, ejecting them onto the highway where they were both run over. Sadly, both teens died.

Bob Wilson of the National Safety Council says, “We’re trying to keep our teens safe - and it’s proven that by restricting other teenage passengers it reduces risk to them.” He adds, “It’s the parents’ responsibility for getting their teenager through the teenage years safely. Certainly the trunking issue comes into play- cell phone use, alcohol, drug use, seatbelt use- all of those are parent responsibilities to make sure their teen is compliant.”

Furthermore, says Wilson: "I think the consequences [for trunking] should be very severe. If that child is already driving, revoking driving privileges for a period of time would certainly be appropriate."

Sue Scheff of Broward County Parenting Teens Examiner suggests, “Experts say parents need to make the driving laws explicit.
* If you find that your child has been “trunking,” make the consequences severe. Suspend all driving privileges for a period of time. (Bob Wilson, National Safety Council)

* Maintain a zero-tolerance policy with your teen regarding alcohol - on and off the road. (National Safety Council)

* If your state does not have teen driving restrictions, set your own. Make sure your teen is able to drive safely before they drive at night or with friends in the car. (Allstate Insurance)

* Any unbelted passenger is at extreme risk in an accident- whether they are in the cabin or in the trunk. Insist that your child always wears a seatbelt. (Bob Wilson, National Safety Council)

Opinions Wanted: Teen Maternity Clothing Line

On July 20th, Sue Scheff of Broward County Parenting Teens Examiner share yet another bit of mind-boggling news:
Forever 21, a trendy clothing store for teens, has just added a new department - introducing Love 21 Maternity clothing line.

"Is this promoting or influencing teen pregnancy?" Scheff asks.

It is true that when pregnant, a woman/girl does need clothing that is comfortable and there is nothing wrong with wanting to be in style at the same time.

However, I agree with Scheff that the question needs to be asked, "What is this saying to our teen culture? Is it a green light and acceptable?

When you speak with many teen moms, although they love their child, they would not recommend getting pregnant as a teenager.

Scheff says that the clothing line is very nice, "but let''s be real, babies having babies is not easy and we don''t want it to be a trend."

Unfortunately, teen pregnancy is higher in the United States than nearly all other industrialized nations. By making it more fashionable, fun and accessible to the average teen girl, are we obscuring the life-impacting consequences of teen pregnancy?
Should every piece of clothing include a Warning, like packs of cigarettes, "This clothing comes with a life-long responsibility for caring for a child."

It is said that the definition of insanity is doing the same thing over and over and expecting a different result.
Try something different - try PEACE and SERENITY. You may just like it.
